James P. Dobbins

Dr. Dobbins focuses on transportation management, including risk assessment, development of transportation information systems, freight transportation data, and geographic information systems (GIS). A graduate of the U.S. Merchant Marine Academy, he holds two U.S. Coast Guard licenses (3rd Mate – Oceans, Unlimited gross tonnage, 3rd Assistant Engineer – Unlimited horsepower, steam and diesel) and a commission (Lieutenant) in the U.S. Naval Reserve. Dr. Dobbins is currently involved in several transportation research projects with the Tennessee Department of Transportation (TDOT), and the U.S. Army Corps of Engineers.
